MPA LLC CALLS FOR EMANCIPATION of the Bucks deal that fails to "partner" with the CORE CONSTITUENT of Milwaukee

It is June 19, 2015 - | DAY 292 | Juneteenth Day is a special day for African Americans in the United States, it proclaimed freedom in Texas that had already been proclaimed 2 years earlier in 1863, but not recognized in Texas.

This year, we celebrate 150 years.

INCLUSIVE Detail is needed for the People in Milwaukee
On this 150th celebration, Milwaukee Professionals Association LLC calls on the People of the city of Milwaukee and the state of Wisconsin to hereby honor this Emancipation law and the fourteenth (14) Amendment in the deal of the Milwaukee Bucks plan.

  • MPA LLC calls upon the elected officials to seek absolute equality of rights and rights of property between the negotiation of the deal for the owners and developers of the Milwaukee Bucks arena and the proposed Park East real estate.  
  • MPA LLC reminds the elected officials of Wisconsin of the 14th Amendment that states, "No State shall make or enforce any law which shall abridge the privileges or immunities of citizens of the United States; nor shall any State deprive any person of life, liberty, or property, without due process of law; not deny to any person within its jurisdiction the equal protection of the law."
  • This includes negotiation and re-negotiation for the best bang of buck to ensure that the Bucks Arena and Park East real estate has specifics in writing that speaks to the 20-30 commitment, beginning-to-end; of built-in and anchor projects (construction of each phase - Timeline: Phase I ~2015 to 2017; Phase II ~2018 to 2022; Phase III ~2023 to 2027 and each development in the phase), i.e., construction staging, stages I, II and III - public art, street facing, NBA Practice, facility, retail, office, housing, and green design, all tied to the infrastructure growth of gainful employment and vetted businesses that are tied to the CORE CONSTITUENTS (especially African American and other People of Color) of the city of Milwaukee where the property is.  
  • CORE CONSTITUENTS are NOT limited to DBE and other catchy designations. This too often leads to non-fulfilment of engagement worth-time-revenue and changes in status quo.  Specifics with tied agreement to show that this is a plan that is rooted in "equity partnership" - CORE CONSTITUENTS (lead group) and Bucks owners/developers.
  • This is to be a project/plan/agreement that has designations that are catalytic-specific to number of jobs and economic development - with timelines.  To show that the People's investment show improvement-reform in Enduring Concentrated Poverty.
  • A project/plan/agreement that gives number specifics that match jobs identified.
  • Infrastructure sustainability with number and type of business owners-to-administrators, skilled worker-to-trainee, race identified with respect of city population and neighborhood disparity.
  • A project/plan/agreement that identifies NEW and hidden talent at the neighborhood and census tract level tied to a major 2015 mega deal for DEAL agreement.

June 19, 1885
One of General Granger’s first orders of business was to read to the people of Texas, General Order Number 3 which began most significantly with:
"The people of Texas are informed that in accordance with a Proclamation from the Executive of the United States, all slaves are free. This involves an absolute equality of rights and rights of property between former masters and slaves, and the connection heretofore existing between them becomes that between employer and free laborer."

Juneteenth is the oldest known celebration commemorating the ending of slavery in the United States.  Dating back to 1865, it was on June 19th that the Union soldiers, led by Major General Gordon Granger, landed at Galveston, Texas with news that the war had ended and the enslave were now free.

Note that this was two and a half years after President Lincoln’s Emancipation Proclamation - which had become official January 1, 1863. The Emancipation Proclamation had little impact on the Texans due to the minimal number of Union troops to enforce the new Executive Order. However, with the surrender of General Lee in April of 1865, and the arrival of General Granger’s regiment, the forces were finally strong enough to influence and overcome the resistance.

Later attempts to explain this two and a half year delay in the receipt of this important news have yielded several versions that have been handed down through the years. Often told is the story of a messenger who was murdered on his way to Texas with the news of freedom. Another, is that the news was deliberately withheld by the enslavers to maintain the labor force on the plantations. And still another, is that federal troops actually waited for the slave owners to reap the benefits of one last cotton harvest before going to Texas to enforce the Emancipation Proclamation. All of which, or neither of these version could be true. Certainly, for some, President Lincoln's authority over the rebellious states was in question   For whatever the reasons, conditions in Texas remained status quo well beyond what was statutory.
